UC Davis Health and Health Net sign Medi-Cal primary care contract


UC Davis Health is pleased to announce that Sacramento County Medi-Cal managed care enrollees will continue to have an option for receiving primary care services beginning immediately, thanks to a newly-signed agreement with Health Net Community Solutions health plan.

“We have been working with Health Net for several months to reach this agreement, and we applaud Health Net for offering its comprehensive coverage for Medi-Cal recipients,” said David A. Lubarsky, vice chancellor of Human Health Sciences and CEO of UC Davis Health. 

“In addition to providing some of the nation’s best health care, we also provide care to some of the state’s neediest patients – a patient population we have been committed to serve at UC Davis for a long time.  The data shows our efforts to serve Medi-Cal beneficiaries are unmatched by any other hospital or health system in the area, and this contract allows us now to fully manage the health of a larger primary care patient population.”

The new Health Net – UC Davis Health contract may benefit as many as 5,000 Medi-Cal managed care enrollees.  The contract is good news for Sacramento County Medi-Cal beneficiaries, as another Medi-Cal health plan announced it would discontinue all Medi-Cal services in Sacramento County effective October 31, 2018.  This decision threatened to cause disruption to nearly 1,000 Medi-Cal enrollees who have received care at UC Davis Health, potentially forcing them to find other medical providers.

As an academic medical center, UC Davis Health has an important social responsibility to both create and share knowledge that advances health and health care delivery, as well as to provide health care services to underserved populations.  More than one in four UC Davis Health patients are in the Medi-Cal program, which is the state’s version of the Medicaid federal public health insurance program for low-income children and adults.

Besides providing the Sacramento market’s top-rated hospital and region’s highest quality and most specialized health care services, UC Davis Health also takes on an important and disproportionate share of providing the region’s health care safety net, across a 33-county service area in Northern and Central California.  In Fiscal Year 2017-18, UC Davis Health treated 42,246 Medi-Cal beneficiaries (25,702 adults and 16,544 children), with a total of 79,946 Medi-Cal patient discharges.  These numbers have been largely unchanged since 2014, demonstrating UC Davis Health’s ongoing and long-standing commitment to serving Medi-Cal patients.

Responding to the 2016 Sacramento County Community Needs Assessment showing patients want and need care that’s conveniently located closer to them (an important part of reducing barriers to accessing care), UC Davis Health has also improved access and care delivery to Medi-Cal patients outside of the hospital setting by creating partnerships with five Federally Qualified Health Centers (FQHCs) in Sacramento County. 

These neighborhood and community clinics now represent a growing network of high-quality health care delivery from UC Davis Health providers, working in local neighborhoods, community clinics and mobile health vans. These centers, often strategically located in underserved neighborhoods, are staffed by UC Davis Health care team members.  In addition, UC Davis Health supports seven student run primary care clinics. They serve thousands of patients at no cost each year, with more than 2,000 hours from student volunteers and more than $1.3 million in donated, no-cost lab tests.

“This contract is an important early step in our strategy to work with our insurance partners and Sacramento County to ensure our ability to treat the sickest patients with the best medicine continues, and does so in ways that better manage costs, so we can all do our part to make the health care system function better,” concluded Lubarsky.
