The conduct of innovative research at UC Davis Health is central to delivering tomorrow’s health care, today. The primary goal of the Research Compliance Program is to educate, empower, and support workforce members in the successful, compliant, and ethical completion of their research-focused work.
The Research Compliance Program provides oversight, education, and consultative support to all departments at UC Davis Health in the areas of billing, privacy, data security, and other regulatory matters to ensure compliance with applicable federal and state laws, regulations, and policies as related to the conduct of research.
The Research Compliance Program develops and delivers educational content, to include quarterly newsletter articles and live and recorded educational sessions with particular focus on billing, privacy, and data security pertinent to research. Educational content is developed to meet the educational needs of the UC Davis Health workforce and to address topics identified through ongoing risk-assessment. The Research Billing Academy is an education program comprised of four Core Courses, multiple Intermediate and Advanced Courses, applied Workshops, and targeted microlearning videos that address all phases of the research billing life-cycle. This education program was initiated by the Research Compliance Program in December 2022. Additional courses and microlearning content are in development.

The Research Privacy Education Center offers on-demand microlearning videos across a broad array of targeted essential and applied research privacy and security topics to support onboarding and ongoing education for personnel engaged in research and academic activities. The short videos also offer a brief educational resource for staff meetings.
The videos, three to ten minutes in duration, are cross-referenced with related articles, guidance, and policies.
Content will be added as additional targeted topics are identified.

The Research Compliance Program provides consultative services to the UC Davis Health research community. The primary topics for consultation are billing, privacy, data security and applicable workflows, policies, and resources as related to research. The Research Compliance team can also aid researchers in locating the most appropriate resource for their topic of inquiry.
The Research Compliance Program contributes to written guidance materials such as the Compliance Connections quarterly newsletter and the UC Davis Clinical Research Guidebook.
The Guidebook, accessible from any UC Davis Health-networked computer or VPN, hosts up-to-date information created by subject matter experts on processes and procedures to support conduct of research at UC Davis Health. Researchers are encouraged to become familiar with Guidebook content.
The Research Compliance Program Team is also available for impromptu meetings to discuss questions and concerns from researchers.

The Research Compliance Program engages in policy development and review in collaboration with other institutional subject matter experts to ensure UC Davis Health policies related to research provide a pathway to compliance with state and federal law while being consistent with UC Policies and internal workflows and technologies.
The Program maintains a page in the UC Davis Clinical Research Guidebook with links to research-related UC Davis Health policies to aid researchers in identifying applicable policies. Significant policy updates are summarized and posted on the Guidebook page, resulting in a notification to employees who “Watch” Guidebook updates.
The Research Compliance Program conducts routine, for-cause, and workplan auditing and monitoring to evaluate regulatory and policy compliance. Routine audits are conducted under the Research Compliance Review Program. The team performs monitoring activities of key policies, such as study-level compliance with Policies 1502, Charging for Research Studies, and 2317, Documentation of Research Patient Status in the Electronic Medical Record. Monitoring is also performed to support implementation of new technology, new or amended workflows, and/or updated policies.
Policy non-compliance observed during auditing and monitoring activities is assigned mandatory root cause analysis and corrective action. Links to relevant documented best practices, summary of policy or workflow updates, and guidance are included in audit reports and monitoring communications to support the researchers in performing corrective actions and implementing process improvement. Additionally, targeted educational resources and/or customized education are provided or assigned as warranted as a component of the corrective action plan.
