Liane Winter is a Quality Improvement Specialist with the Prevention Policy & Practice Group (3PG) within the Center for Healthcare Policy and Research, University of California, Davis. Liane works primarily on the Healthy Living Clinic Initiative (HLCI). The HLCI is a 5-year project to advance tobacco cessation in community clinics through quality improvement (QI) and system change approaches. Liane previously served as a first-line program manager at the California Department of Health Care Services (DHCS). There, she was part of a team that helped to develop, implement, and evaluate two major pay-for-performance/QI programs for California’s public hospitals and healthcare district/municipal hospitals. These initiatives involved more than 50 institutions and approximately $12.3  billion in funding over 6 years. Prior to this role, Liane worked at the California Department of Social Services on state-level administration of various social services programs. Liane has a Bachelor of Sciences in Social Sciences and a minor in German from California Polytechnic State University, San Luis Obispo.
