Policy Analysis

We bridge the gap between academic research and rigorous policy analysis, and policymakers’ need for clear, non-partisan evidence.

Group of people discuss data on a large screen.

Policy translation and dissemination

Translating and disseminating policy analyses is essential to promoting evidence-based policymaking. We translate research into policy-relevant material for timely application by policymakers and stakeholders.

Research often requires complex methodologies, but we clearly communicate findings to facilitate evidence-based policymaking. CHPR develops executive summaries, policy briefs, presentations, newsletters, infographics and white papers, in addition to traditional peer-reviewed publications, to convey important non-partisan research findings. We also host seminars, conferences, and provide expert testimony.

Providing rigorous evidence to policymakers

California Health Benefits Review Program

We are a key contributor to the California Health Benefits Review Program. This program responds to requests from the California State Legislature to provide independent analysis of the medical, financial and public health impacts of proposed health insurance benefit mandates and repeals. The CHPR team has contributed medical effectiveness and public health impact analyses for over 15 years.

    Systematic reviews

CHPR regularly conducts systematic reviews on preventive and clinical services topics. We assist clinical faculty in developing key questions and inclusion/exclusion criteria, coordinating with medical librarians for comprehensive searches, performing abstract and full-text review of the scientific literature, quality assessment, data abstraction, meta analysis, and drafting review findings for publications and dissemination.

CHPR proudly contributes to the evidence base that informs clinician, patient and payer decision-making.

    AHRQ quality indicators

The Agency for Healthcare Research and Quality (AHRQ) developed health care quality indicators used by U.S. providers, payers and researchers to assess quality of care. We update, refine and develop literature-based Quality Indicator (QI) products based on administrative data and other information and evaluate the suitability of QIs for public comparative quality reporting.

For more than 15 years, CHPR has assisted AHRQ with translating research into practice by providing technical assistance to users of the AHRQ QIs and by making the QI tools available and accessible to a broad range of public and private users.

    CalSPEC reports

Policy experts on our staff are part of the California State Policy Evidence Consortium (CalSPEC), an initiative to leverage expertise across the University of California to support evidence-based policymaking. CalSPEC is a project of UC Center Sacramento and seeks to enhance policy decision-making through rapid evidence and policy reviews on complex topics of concern or interest to the State Legislature.

Dominique Ritley, a senior health policy researcher at CHPR, serves as co-director at CalSPEC.
