Policy ID: 3378
This section outlines the policy for parking at UC Davis Health System (UCDHS).
- GENERAL INFORMATION
- The University of California Davis Traffic and Parking Code was developed in recognition of the fact that UC Davis (UCD), which includes UCDHS, was in need of a complete text containing all local regulations pertaining to the parking and operation of all vehicles on the properties owned or controlled by the University of California, Davis.
- UCDHS Parking Services is responsible for reviewing parking needs and recommending suitable fees, parking regulations, and updates through the Parking Advisory Committee.
- Staff, faculty and students are allowed to park in visitor stalls at buildings which are not their assigned work place. Employee parking in visitor stalls at buildings they work at is not permitted and may be subject to a parking citation.
- Parking Services is responsible for enforcement of the California Vehicle Code and the UCD Traffic and Parking Code. Reference copies of the UCD Traffic and Parking Code are available from the Parking Services Office or on the web at http://taps.ucdavis.edu.
- University of California Davis Medical Center (UCDMC) supports a policy of no preferential parking based on job status, but may make parking assignments based on need. Requests for special parking are reviewed by the Parking Services Office.
- UCDMC has developed the following parking need priorities:
- Disabled persons and emergency vehicles
- Patients and visitors
- Volunteer clinical faculty
- Individuals whose professional responsibilities regularly require close-in parking in response to life-safety emergencies on or off campus, as recommended by the appropriate Director/Hospital Operations Committee member
- Department representatives whose duties regularly require transport between on- and off-campus locations during the course of the workday as recommended by the appropriate Director/Hospital Operations Committee member
- Employees whose entire regular work schedule is between 5:00 p.m. and 9:00 a.m
- All other employees
- Vendors and service representatives
- Hospital volunteers
- UCD students
- Parking availability is prioritized according to location and consistent with the needs priorities (e.g., patient and visitor needs precede employee parking in the hospital district at locations where there is no patient/visitor demand, certain employee parking needs precede vendor or student parking.)
- Suggestions for the improvement of Parking Services may be made in writing and directed to the Parking Services Manager.
- This policy and procedures outlines Parking & Transportation Services guidelines for providing motorist assistance to Patients, Visitors, Faculty, Staff, & Students while parked on the UC Davis Health campus.
- University of California Davis Health
- Parking & Transportation Services (PATS) provides limited motorist assistance on the UC Davis Sacramento campus. Due to liability issues our staff is limited to the services we can provide.
- Vehicles requesting service must be on University and/or Commercial property within the University boundaries patrolled by PATS.
- Assistance is available Monday - Friday 8:00 AM to 11:45 PM and Saturday – Sunday 8:00 AM to 9:45 PM, excluding University holidays. Services offered and service hours may be curtailed in certain situations at management’s discretion.
- Services provided include:
- Vehicle Battery Jump Start
- Vehicle Key Lock-out
- One gallon of gasoline per fiscal year (provided at no expense)
- Vehicle low air tire inflation
- Limitations include:
- Jumpstarts-- Hybrid vehicles please refer to owner’s manual
- Vehicle unlock not possible with all vehicles
- Service does not include mounting spare tires or repairing flats
- Appointments not available, patron must be at vehicle at time of the service
- Response time is not guaranteed, service provided when available
- Person requesting service must provide valid identification
- A self-service Air Station located in Parking Lot 20, Fleet Services is available on campus for tire inflation. Use of the self-service Air Station is at the users own risks.
- Release- Waiver of Liability
- All services will be provided based upon the staffing and activity needs of the shift at the time of the request. The responding officer will provide the owner/operator with a Waiver of Liability Form that must be completed and signed before any attempt is made to perform assistance. The form explains that damages could occur as a result of using the complementary services.
- In the event of an emergency, such as a child locked in a vehicle and the car cannot be unlocked; the responding officer will notify the UC Davis Police Department and the PATS supervisor on duty.
- A copy of the Waiver of Liability form will be given to the owner/operator and a copy will be maintained with Parking Services for one year. Any damage that occurs will be noted on the Waiver of Liability form by the responding officer.
- Vehicle Unlock
- Parking Enforcement will inventory the assigned Unlock Kit prior to start of shift, verifying that all tools are present and in working condition.
- Parking Enforcement will walk around the vehicle prior to making an attempt to unlock the vehicle. The responding officer will be accessing if the vehicle can be entered safely, efficiently, and without any risk or damage to the vehicle.
- Parking Enforcement will assess the locking mechanism of the vehicle.
- The inflatable wedge (hand pump) will provide enough space to insert the Long Reach tool.
- After gaining access to the car’s interior, the Long Reach tool can manually pull open lock tabs or press buttons to unlock the door.
- Deflate the Hand pump prior to opening the vehicle door.
- In the event the unlock procedure exceeds 15 minutes, Parking Enforcement will notify a supervisor.
- The supervisor will either provide assistance or abort the procedure.
- The owner of the vehicle will be instructed to reach out to other Road-Side assistance services.
- Vehicle Unlock
- Vehicle Battery Jump
- Parking Enforcement will look at the hood for any existing damage.
- Parking Enforcement will assist with raising the hood if not already raised.
- Parking Enforcement will assess the battery terminals (refer to the owner’s manual for battery location), checking for corrosion, loose or missing terminals.
- The red terminal is positive (marked with a +) and the black terminal is negative (marked with a -), please make sure they can be identified as such. If the terminals are dirty wipe off with a towel or brush.
- The jumper cables are located in the utility box of the mobile vehicles. The clamps are color coded red and black. Connect the clamps tightly to the corresponding posts. In some instances a black terminal may not be present (refer to the owner’s manual for instructions) attach clamp to unpainted metal or clean nut on the engine block.
- Connect the charging female end to the male end of the mobile unit. Wait a minute or two to allow charging.
- Try starting the battery, if successful disconnect the female end from the male end of the mobile unit.
- Disconnect the negative then the positive clamps; do not allow them to touch. Clamp the negative and positive ends to the jumper cables and place back in the utility compartment.
- Assist driver with lowering and securing the hood of the vehicle.
- If the vehicle doesn’t start try revving the engine slightly of the mobile unit to charge the dead battery.
- In the event the jump start procedure exceeds 10 minutes, Parking Enforcement will notify a PATS supervisor.
- The supervisor will either provide assistance or abort the procedure.
- The owner of the vehicle will be instructed to reach out to other Road-Side assistance services.
- Tire Air Service
- Parking Enforcement will inspect tire side of vehicle for any exiting damages.
- Parking Enforcement will assess the tire and inspect the valve steam.
- Enough air will be provided to bring tire inflation in accordance with owner’s manual.
- If the tire is completely flat or damaged, the owner/ operator will be instructed to reach out to other Road-Side assistance services.
- Gas Service
- Parking Enforcement will assess the type of fuel needed for the vehicle. Only diesel or unleaded 87 octane fuel will be provided.
- Parking Enforcement is expected to follow the safety instructions outlined on the fuel can.
- Parking Enforcement will secure a one-gallon fuel can. Touching the vehicle (metal portion) prior to securing the fuel can will ground the individual and prevent the discharge of static electricity Secure (tied down) the filled fuel can in the bed of the truck.
- Ensure that the fuel can is placed on the ground, prior to dispensing the fuel again touch the nozzle to the fuel can.
- Fill the fuel can only to the “full line”; if no line is present only fill no more than 95%. (This leaves airspace for expansion and contraction).
- Ensure that the fuel cap is tightened; secure the fuel can in the bed of the truck with a bungee cord, rope, or net.
- Parking Enforcement will inspect the vehicle fuel compartment for any exiting damages.
- Ensure that the vehicle is NOT DAMAGED.
- Remove the gas lid on the car, set it aside or allow it to hang if attached to the vehicle. Remove the cap from the fuel can.
- Place the nozzle of the fuel can into the gas tank, making sure the nozzle is securely inside the opening.
- Lift the can up slightly, allowing the gas to flow into the tank. Pour slowly to avoid overflow or spillage.
- Set the fuel can on the ground once complete and replace the cap on the fuel can nozzle.
- Replace the lid on the gas tank of the car, making sure it seals tightly.
- In the event the vehicle fails to start after refueling, Parking Enforcement will notify a PATS supervisor.
- The supervisor will either provide assistance or abort the procedure.
- The owner of the vehicle will be instructed to reach out to other Road-Side assistance services.
Policy ID: 3393
- This section outlines the policy and procedures for payment of parking fees at the University of California, Davis, Health System (UCDHS) in accordance with Policy and Procedure Manual (PPM) 360 05, Parking Regulations, and UC Davis Traffic and Parking Code.
- This section also describes the policies and procedures associated with the rate approval and review process for parking services fee increases. It outlines the procedure regarding the establishment of parking fee rates or services supplied by the Parking and Transportation Services department to University and/or non-University clientele.
- All faculty and career staff personnel employed at 50% or greater who desire parking permits may purchase employee parking permits by payroll deduction or cash payments ("cash" includes checks and credit card recordings). Certain permits are available to students, visitors, vendors, employees who are employed 49% or less, per diem and limited appointment employees on a cash basis.
- All parking permit fees are payable in advance for payroll deducted permits or at the time of sale. Fee schedules for parking permits are available in the Parking Services Office, and on the Parking Services website.
- The following rate policies have been developed in accordance with University policy in order to obtain sufficient revenue to cover operating costs and improvements to parking areas:
- Disabled patients and visitors, <E> and emergency vehicles - no fee required.
- Disabled employees, staff and student--payroll deducted or temporary, B, C or daily permit required.
- Volunteer--Clinical Faculty - annual permit paid by permit holder or recharged to host department.
- Career employees - annual B, C, D or carpool permits purchased by cash or payroll deduction.
- Limited appointment employees--Temporary B or C permits purchased by cash check or credit card.
- Patients, visitors, vendors, service representatives, per diem employees or contractors--can purchase on a cash basis daily parking permits. Per Diem employees are also eligible to purchase Temporary B or C permits. Daily parking permits are available in Lots 12, 14, 16, 18 and 25.
- Hospital volunteers-- can obtain quarterly volunteer permits from Volunteer Services and/or applicable departments on a recharge basis.
- Students--can purchase a daily, annual or temporary monthly C permit by cash, credit card or check.
- Payroll Deduction Plan
- Employees wishing to purchase permits through payroll deduction must submit a Payroll Deduction Authorization form to the Parking and Transportation Services Office along with advanced payment of one month of parking fees. Advanced payment is applied to payroll deduction schedule and used to determine the first payroll deduction date.
- To cancel payroll deductions, the employee must submit a completed Payroll Deduction Cancellation form to the Parking Services Office along with the current active permit. If the active permit is not available at the time of cancellation, cancellation is detained until active permit is returned. If permit is lost during cancellation process, employee should sign an Affidavit of Permit Status form. The permit number will be placed on the departments "hot sheet" of invalid permits and enforcement will treat any further usage of this permit as an illegal use.
- It is the responsibility of the employee to submit a Payroll Deduction Cancellation during leaves of absence, when an annual permit is not renewed or when leaving employment with the University. Payment of fees will continue to accrue until a cancellation form is submitted and the permit is returned to the Parking Services Office.
- Cash Purchases
Fees shall accompany applications for annual parking permits submitted to the Parking Services Office. Checks must be for the exact amount and must be made payable to "The Regents of the University of California" or "UC Regents."
- Replacements and Exchanges
The replacement or exchange fee for lost or stolen permits is based on current fee schedule.
- Refunds for permits purchased with cash will be in accordance with the Parking Fee Rate Schedule. Refunds will be disbursed by University check payable only to the purchaser of record, who must first return his/her permit. If permit is reported lost or stolen, permit holder must submit a signed Affidavit of Permit Status to the Parking Services Office. The permit number will be placed on the departments "hot sheet" of invalid permits and enforcement will treat any further usage of this permit as an illegal use.
- Refunds for payroll deducted permits will be made in accordance with established schedule for both Bi-weekly and Monthly paid employees. Refunds will be issued on any fees that continue after the cancellation date. Permits purchased for the full year will be refunded for any portion that is unused at the time of cancellation.
- When parking privileges are revoked for disciplinary reasons, refunds may be withheld.
- There are no refunds for temporary permits purchased for one month. Refunds will be made on temporary permits that have been purchased for two or more months according to established refund schedule.
- Permit Rate Approval and Review
- University policy requires that parking Services establish parking fees sufficient enough to recover costs and debt service. Rates must be based on authorized, established prices or a standard pricing method uniformly applied. Refer to UC Davis PPM 340-15.
- Parking rates are analyzed annually by:
- Considering prior year and cumulative surpluses or deficits.
- Making every attempt to streamline and reduce expenses to avoid rate increases.
- Reviewing the significance of the cost increase in the activity’s total budget.
- Considering the predominant type of customers paying for the goods and services.
- When rates have to be adjusted, the Parking Services Office submits the proposed new rates to the following:
- The Parking Advisory Committee for review and recommendation for approval or disapproval to the Chief Executive Officer (CEO) Cabinet . This committee consists of representatives from hospital clinics, Hospital Administration, Residency program, Finance, Planning, Employee & Labor Relations, Patient Care Services, Professional Safety & Hospitality, Parking Services and the School of Medicine.
- The Parking Advisory Committee reviews the proposed rate increases and submits a recommendation to the office of the Chief Operating Officer (COO) for approval.
- The office of the COO submits a final recommendation for approval of increased rates to the CEO Cabinet for approval
- Payroll Deduction Plan
Policy ID: 3405
This section outlines the policy and procedures for the use of parking lots at the University of California, Davis, Health System (UCDHS).
Various areas on the University of California, Davis Health System grounds and off campus parking lots are designated for parking. In an effort to fulfill the mission of UCDHS, Parking Services reviews and assigns the type and availability of parking based on the needs of the operation or services offered at a specific or adjacent site.
- Attended Parking Lots
Individuals using attended parking lots shall be issued a time and date-stamped claim check upon entry. All visitors will be expected to park only within appropriate parking stalls or be subject to parking violation citations. All visitors must surrender their parking claim check when exiting the lot and pay the hourly visitor rate, if applicable or the maximum rate for any 24-hour period. For patients/visitors whose parking will be validated by the host department, a small fee may be required. Attendant will appropriately recharge the expense to the validating department. Employees may only park in attended or metered lots during regular clinic hours if they are parking as a patient and only for the time of their appointment (see Administrative Policy and Procedure, Section 3387, Permit Parking, for additional information).
- Unattended Parking Lots
- Individuals using unattended parking lots must have the appropriate parking permit (as posted on signs at the entrance to the lots) displayed at all times on their vehicle or be subject to parking violation citations. This also includes adhering to any maximum time limit postings.
- Parking of recreational vehicles of employees of UCDHS must be coordinated in advance with Parking Services. Parking on Medical Center grounds is daily parking and does not incorporate vehicular storage. Neither Parking Services nor the University is responsible for damages to vehicles left overnight.
- Metered Parking Lots
- Metered parking is available in some lots on the UCDHS grounds. Metered parking fees posted are at the current hourly rate..
- Metered parking is monitored 24 hours a day, seven days a week, except on legal and administrative holidays observed by the UCDHS.
- Employees with valid B permits may park in metered areas during the posted evening hours without additional charge. The B or D permit must be displayed. Employees may not park in metered lots during regular clinic hours.
- Vehicles displaying Disabled placards issued by the State of California Department of Motor Vehicles (DMV) may park in metered spaces without charge (see Administrative Policy and Procedure, Section 3387). Employees with Disabled placards may park in metered spaces without charge as long as a valid C, B, D, or daily permit accompanies the placard.
- Pay and Display Parking Lots
There are Pay and Display permit dispensers machines located in various lots on campus to accommodate short-term parking as indicated by signage. When parking in these lots, employees, patients and visitors must obtain a parking permit not to exceed the maximum time specified in each lot via cash or credit card. Once maximum time has expired, patient or visitor should relocate their vehicle to long-term parking in an attended area. Exceeding maximum limits may be subject to citation. If maximum time limits have been exceeded due to emergency issues, exceeded time in these lots will be assessed at the same rate as in attended lots.
- Contractor Vehicle Parking
- UCDHS Facilities Design and Construction may allocate each project contractor parking spaces for construction vehicle parking. The area and number of spaces allocated shall be based on access needed and space availability. Parking outside of the project limits must be coordinated with Parking Services. Unauthorized parking outside of the project limits may be subject to parking violation citations.
- If a contractor needs additional reserved parking space for construction vehicles, he/she must make arrangements directly with Parking Services and pay the additional fee for those spaces at the current rate for the area assigned on a cash or credit card basis. Issuance of additional spaces will depend upon space availability.
- Parking of personal vehicles belonging to the contractor's employees may be arranged by the contractor with Parking Services. They may be allowed to park in employee permit areas at the current permit rate depending on space availability. All permits must be purchased on a cash or credit card basis.
- If a construction project makes it necessary to take parking spaces out of service for trenching, material storage, etc., arrangements must be made with Parking Services, through Facilities Design and Construction and appropriate fees will be assessed.
- Attended Parking Lots
Policy ID: 3396
This section outlines the policy and procedures for visitor parking validation at the University of California, Davis, Health System (UCDHS).
- While University policy states that parking must be funded solely by user fees, UCDHS may validate certain visitor and patient parking for business reasons. Parking validations are only good in attended parking lots.
- All other visitors, including patients and persons transporting patients to and from UCDHS, must pay the current visitor rate.
- Staff, faculty and students are not eligible to receive validated parking unless they are parking as patients.
- Visitors, using attended parking lots at UCDHS for business purposes, may be entitled to a parking validation at the discretion of the hosting department.
- Outpatient clinics, funded research studies, and inpatient units may validate patient parking. Validation stamps are issued only with the approval of the department chair or manager.
- It is the visitor's (patient's) responsibility to request that his/her claim check be validated. Those who do not have their claim check validated shall be required to pay the current hourly rate.
- Under no circumstances are any UCDHS personnel to obtain a validation unless accessing UCDHS services as a patient. Employees who abuse validation policy shall be required to repay the department for all unapproved charges to their cost center. Parking Services shall monitor the system to ensure that validation procedures are not abused by employees and is responsible for initiating appropriate action when abuse is detected. Please refer to University of California Standards of Ethical Conduct.
- Departments authorized to issue parking validations will assign a custodian of the validation stamp. It is the department’s responsibility to update and notify Parking Services of any custodial change. Lost or stolen validation stamps should be reported to Parking Services immediately.
- It is the department responsibility to: (1) return the validation stamp when it is no longer needed; (2) notify the Parking Office if the validation stamp is transferred to another unit within the department; (3) when it needs to be replaced due to wear and tear.
- If reassignment of a departmental validation stamp has not been reported to the Parking Services Office, the assigned department may be financially responsible for validation charges.
Policy ID: 3387
This section outlines the policy and procedures for permit parking at the University of California, Davis Health (see also UC Davis Policy and Procedure, Section 360-05, Parking Regulations.)
UC Davis Health
- Various parking areas on UCDH grounds, including off-site and leased facilities, are reserved for permit-only parking for faculty, staff, students, visitors, government, or vendor/service vehicles. To use these areas, vehicles must display a valid permit and/or license plate. All permits must be authorized and issued by Parking Services. In some lots, a one-day permit may be purchased, via permit dispensing machine.
- The annual parking permit period extends from July 1 through June 30. All annual parking permits expire June 30th and new permits must be displayed by July 1st on vehicles parked in permit parking areas. Multi-year permits are issued every two years and are renewed on June 30th of the year indicated on the permit. Renewal permits are available when schedule of renewal is released by the Parking Services Office and will be honored from that date. Vehicles not displaying valid permits may be subject to a parking violation citation whether payroll deductions are still in effect or not. Active payroll deduction is not a substitute for having a valid permit displayed.
- Only a D, CP3 or CH permit allows the holder a reserved parking space. All other permits are dispensed on a “first-come, first serve” basis and do not guarantee the holder a parking space. It provides the opportunity to legally park where space is available.
- Permits are not for resale and are not transferable to other persons. Permits are for use by the purchaser only. Only one active parking permit may be assigned per person at one time.
- Permits may be purchased via cash or credit card. Employees who are career, 50% employed are eligible for payroll deduction. Employees employed 49% or less, are eligible to purchase temporary permits via cash or credit card.
- B Permits
These permits may be purchased by 50% or more career employees. Permit holders may park in designated unattended lots anytime. Employees with B permits may park in attended parking lots only during the hours of 5:00 p.m. to 9:00 a.m., Monday-Friday and all day Saturday and Sunday when space is available and patient parking is not negatively impacted. To ensure adequate patient/visitor parking, employees with B permits may not park in attended or metered parking lots during the hours of 9:00 a.m. to 5:00 p.m. and may be subject to parking violation. (UCDH B permits are synonymous with UCD campus A permits.) B Permits allow the purchaser to park in B Permit designated areas when space is available.
- Temporary B Permits
- These permits may be purchased by career employees, limited appointment employees, or employees who are 49% or less.
- Permit holders may park in designated unattended lots anytime. Employees with Temporary B permits may park in attended lots only during the hours of 5:00 p.m. to 9:00 a.m., Monday thru Friday and all day Saturday and Sunday when space is available and patient/visitor parking isn’t negatively impacted. (UCDH Temporary B permits are synonymous with UCD campus A permits.) Temporary B permits allow the purchaser to park in B permit designated areas. Temporary B permits may be purchased on a monthly basis up to 1 year.
- Resident B Permits
This permit may only be purchased by Residents of UC Davis Health. This permit carries the same parking privileges as the payroll deducted B permit.
- Temporary C Permits
These permits may be purchased by limited appointment employees, employees who are 49% or less, per diem employees or students. Permit holders may park in all C permit designated unattended lots anytime. (UCDH Temporary C permits are synonymous with UCD campus C permits.) C permits may be purchased on a monthly basis up to 1 year.
- School of Medicine Student Green Commuters
Students in the School of Medicine who park after 5:00 p.m., who have registered with the Parking Office as a Green Commuter, may obtain a courtesy rideshare parking pass. When these courtesy rides have been exhausted, students can purchase up to 24 discounted Clean Air Commuter passes per fiscal year. Students must be enrolled in the School of Medicine to qualify.
- D Permits
D permits may be purchased by career employees employed 50% or more ; limited appointment employees and students are not eligible for D permits. The premium rate charged for a D permit ensures the employee a reserved space in a lot, not in a particular stall. The permits are issued according to the priority listing defined in UCDH Policies and Procedures, Section 3378, and where availability exists. The same hourly considerations and restrictions for attended lot parking of B permit holders apply to D permit holders unless reserved parking has been assigned. D permit parking is assigned by sub-decal overlay. Reserved parking is valid only in the area assigned. D permit holders may park in designated unattended B lots anytime they are not in their specifically assigned areas.
- Carpool Permits
- CP 2 (two-person carpool) and CP 3 (three-person carpool) permits may be purchased by career employees employed 50% or more who are registered as a Green Commuter with UCDH Parking Services Department. Carpool permit holders have access to the same parking privileges as B permit holders. Payroll Deducted CP 3 Carpools may get one designated reserved parking stall. Carpool parking is synonymous to A parking on the UCD campus. Only one permit will be issued for each established carpool. Carpool members are expected to use their parking Rideshare courtesies when they drive alone.
- CP2 (two-person carpool) consists of two UCDH employees. Each Carpool member is responsible for canceling his/her own payroll deductions when participation in a carpool is no longer desired. Employees using a carpool permit after dissolution of a carpool will be subject to pay the B permit parking rate.
- CP3 (three-person carpool) consists of three (or more) UCDH employees. Each carpool member is responsible for canceling his/her own payroll deductions when participation in a carpool is no longer desired. Employees using a carpool permit after dissolution of a carpool will be subject to pay the B permit parking rate.
- D CP2 (two-person carpool) consists of two UCDH employees (at least 50% FTE), limited term employees and students are not eligible. This permit allows for one reserved space, in an assigned lot, when a space is available. The cost of this permit will be identical to that of a regular D permit. The premium rate charged for a D CP2 permit ensures the employees a reserved space in a lot, not in a particular stall. The permits are issued according to the priority listing defined in UCDH Policies and Procedures, Section 3378, and where availability exists. The same hourly considerations and restrictions for attended lot parking of B permit holders apply to D CP2 permit holders unless reserved parking has been assigned. D CP2 permit parking is assigned by sub-decal overlay. Reserved parking is valid only in the area assigned. D CP2 permit holders may park in designated unattended B lots anytime they are not in their specifically assigned areas.
- M Permits
Motorcycle permits are available to all University affiliates. Permit holders may park their motorcycle in designated motorcycle parking spaces only. Motorcycle spaces are designated in the Parking Structures and some unattended lots. If all motorcycle spaces are taken, permit holders may park in any unreserved parking space.
Courier permits are issued to departments requiring frequent short-term access to and from on- and off-site facilities. Departments will be recharged for each approved Courier Permit based upon the current fee schedule. Courier permits must be used with a valid, employee-purchased A, B or D permit. Courier parking is limited to a 3-hour daily maximum unless otherwise posted. Parking Structure 1 has a 1 hour daily maximum. Courier permits are valid in all UCDH Courier designated parking spaces, except metered lots or restricted areas such as Parking Structure II and III. Requests for Courier permits must be approved by the Division Chair/Associate Director.
Courtesy permits are available upon request to UCDH departments for government officials, volunteer chaplains and other persons or groups who serve UCDH on a non-compensated basis. These permits may be requested from Parking Services and may be recharged to the requesting department.
- Retiree permits--are issued to retired faculty and staff providing “A” permit parking privileges on Davis campus and “B” permit parking at UC Davis Medical Center at no cost to permit holders. Retiree permits, issued by the University Relations Office can park in all UCDH B parking lots except metered lots and restricted areas. These permits are not intended for use by Retirees who return to university employment or family members.
- Volunteer Clinical Faculty permits--are issued annually to Volunteer faculty and paid by the permit holder or host department. Volunteer faculty permits are valid in all UCDH parking lots, except metered lots and restricted areas. These permits are only valid for one fiscal year and will expire June 30 each year.
- Volunteer permits--are issued quarterly to hospital volunteers and recharged to the Volunteer Services Department. Volunteer permits are valid as indicated on the permit. Special parking is given at the discretion of the Parking Services Manager and the Volunteer Services Manager to volunteers who work late hours. A valid volunteer permit must be displayed.
- One-Day Visitor Permits
Daily visitor permits may be purchased by departments on a recharge basis. These permits are intended for use by guest speakers, official visitors attending meetings, etc. One-day visitor permits are not to be issued to or used by UCD students, faculty or staff.
- Special Limited Permit (SLP)
Special Limited Permits may be purchased by patients and visitors for a 5- consecutive day period at the current rate for such permits. These permits are valid in Parking Structure III for the specified period of time at no additional hourly charge. They are not available for purchase by faculty, staff or students.
- Vendor/Contractor Parking
- Annual permits for vendors, contractors, salespersons and consumer service representatives are available through UCDH or campus Parking Services.
- Vendor permits may be purchased by sales and service representatives on a cash basis or by UCDH departments on a recharge basis, if approved by the department head. Permits may be purchased on a monthly or an annual basis at the current rate. Vendor permits are valid in unattended parking lots or in designated vendor parking stalls.
- One Day Vendor Permit
Daily Vendor Permits may be purchased by a vendor, contractor, salesperson, and consumer service representative through the UCDH Parking Services Office. These permits are valid in unattended parking lots or in designated vendor parking stalls. They are not available to staff or students. Special parking may be given at the discretion of the Parking Services Manager to vendors who may require close in parking due to the nature of their business with the Medical Center.
- Medical Parking Permits
- Disabled Placards--or plates issued by the California Department of Motor Vehicles identifying staff, faculty and students who require a wide parking space to use special equipment such as wheelchairs or walkers will be required to purchase and display a valid UCDH B, C or D parking permit. If applicant is not a permit holder, a daily permit can be purchased in Lots 14, 16, 18 or 25. These are the only permits honored in parking spaces denoted by the international handicap symbol because they are displayed in conjunction with a handicapped placard or plate.
- Temporary Medical parking permits--are available through the Parking Services office for persons who require temporary, short-term, close-in parking for medical reasons, but who do not require a wide-space stall for mobility. This permit is issued with a time period not to exceed 2 months. Extension of this time limitation is granted at the discretion of the Parking Services Manager with appropriate documentation from a physician.
- Medical parking permits must be displayed with a valid B, C or D parking permit. If the applicant is not a permit holder, a daily permit can be purchased in Lots 14, 16, 18 or 25.
- Medical permit eligibility for staff/employees is reviewed by Parking Services. Employees must provide to Parking Services a letter from a physician stating mobility limitations and duration of need.
- An Employee Appointment Permit is available to all employees parking as patients or those accompanying family members who are patients to the Medical Center. Permits can be obtained by going on line to the Parking website. Employees obtaining appointment permits must have a scheduled appointment either for themselves or for their immediate family member. Parking permit can be accessed two weeks prior to scheduled appointment. The intent of this permit is to allow convenient parking for employees during the duration of their medical appointments or the appointment of an immediate family member. Employees are expected to relocate to their assigned parking areas after their medical appointments have been completed if they are reporting back to work. Hourly rates apply when parking in attended structures.
- Temporary Carpool Permit
Temporary CP 2 and Temporary CP 3 permits are available to employees and students only. All carpool members must be current, UCDH employees or students (students must be enrolled in the School of Medicine, or School of Nursing) Temporary CP 3 Permits are not assigned a designated space and must park in a regular, non-reserved B stall. UCDMC Carpool permits are synonymous to A permits at the Davis campus. Carpool members are expected to use their parking Rideshare courtesies when they drive alone. Additional benefits are offered through the Green Commuter Club sponsored by the Parking Services Office.
- Green Commuter 1-Day Permit
The Green Commuter (1-Day Permit) is offered as a benefit to those employees taking alternative transportation to work during peak hours. Employees enrolled in the Vanpool, Carpool, Regional Transit, Bike, or other transit systems including those who walk to work are eligible for this permit. Registered Green Commuters, may receive up to 24 courtesy days per fiscal year. Upon cancellation of any of these alternative forms of transportation, the person will become ineligible for the Green Commuter 1-Day Permit. Continued use of such permit or transfer of this parking privilege to anyone else may result in a parking citation. Permits are not replaced.
- 24 courtesy days are issued for a full fiscal year. Eligibility for Green Commuter 1-Day permits ends when purchasing a parking permit.
- B Permits

This section outlines the policy for provisions of the University of California Davis Traffic and Parking Code and the policy for traffic and parking citations at the University of California, Davis, Health System (UCDHS) (see also UC Davis Policy and Procedure Manual, Section 360-05, Parking Regulations.)
- Pursuant to Section 21113a of the California Vehicle Code, University of California Administration has been given the authority to develop and enforce parking regulations as needed to conform with State law. Parking is enforced 24 hours a day, 7 days a week.
- All of the provisions of the California Vehicle Code are expressly applicable both on and off paved roadways on the University except for those provisions which, by their very nature, have no application.
- All current provisions of the UCD Traffic and Parking Code shall be maintained for public inspection at all times on-line at the campus Transportation and Parking Services Office website or the UCDHS Parking Services Office during regular business hours.
- Except as otherwise posted, the maximum vehicle speed limit anywhere on University grounds is 35 miles per hour.
- Persons parking in violation of posted signs or pavement markings are subject to parking violation citations under Section 4.02 thru 4.05 of the UCD Traffic and Parking Code.
- Persons using permit parking with altered, lost, stolen, or unauthorized permits are subject to parking penalties set forth in appropriate sections of the California Penal and Vehicle Codes. (See Section 4.18.A and B of the UCD Traffic and Parking Code.)
- It is the responsibility of the permit holder to display a valid permit on his/her vehicle, park in areas posted for such permits only and renew expired permits on or before the expiration date. Failure to display a valid permit may result in the issuance of parking citations under Section 4.02 or 4.05 of the UCD Traffic and Parking Code.
- Three (3) courtesy dismissals will be granted each fiscal year beginning July 1 on citations issued to employees (i.e., faculty, staff) and students with valid parking permits. These dismissals will be granted on the occasion when an employee or student has left his/her permit in another car, at home, or simply forgot to display a permit. When the three courtesies have been exhausted and the permit holder receives a citation, the Parking Office may, in lieu of collecting a parking fine, apply an administrative fee not to exceed five dollars ($5.00) per violation. Violation will have 21 days to pay administrative fee or original citation.
- Motorized vehicles with 5 or more outstanding citations issued on 5 or more days may be subject for boot or tow.
- Motorized vehicles may be immobilized for failure to comply with the California Vehicle Code or the UCD Traffic and Parking Code. The purpose of booting is to immobilize multiple offenders of campus parking policies and procedures and to provide an alternative to towing vehicles in violation of California Vehicle Code (CVC) Section 22651(I). (When any vehicle, other than a rented vehicle, is found upon a highway or any public land and is known to have been issued five or more notices of parking violation over a period of five or more days, to which the owner or person in control of the vehicle has not responded to the agency responsible for processing notices of parking violation or the registered owner of the vehicle is known to have been issued five or more notices for failure to pay, the vehicle may be impounded until that person furnishes to the impounding law enforcement agency evidence that all parking penalties due for the vehicle have been cleared)
- Anyone cited for possession and use of an altered, stolen or invalid permit or for improper use may be fined or lose their parking privileges for up to one fiscal year.
- Section 3.01 of the UCD Traffic and Parking Code authorizes the UCD Chief of Police or his/her representatives, including the Parking Manager or supervisors at UCDHS, to appoint parking representatives to enforce all of the provisions of the UCD Traffic and Parking Code and all applicable provisions of the California Vehicle Code on the University, as provided by Section 23501 of the Education Code and Section 830 of the Penal Code of the State of California.
- Persons who feel they have received an unjustified parking citation must contact Parking and Transportation Services within 21 days of the citation date, or 14 days of the notice of delinquent citation, to request a citation Review. The violator will be asked to provide a written explanation of why the citation was issued in error or why the citation should be dismissed. If it is established that the citation was issued in error or the violator was involved in an extreme emergency situation, the citation may be considered for dismissal. If the violator does not agree with the results of the Citation Review, he/she may request a hearing before a Parking Hearing Officer.
