Philosophy of Care

I am a strong believer in collaborative care. I strive to actively involve my patients in all treatment decisions. I see myself as an expert advisor, assisting children and families in making important health care decisions. I respect diversity and strive to keep an open mind. My over arching goal is to improve the quality of life of the individuals I serve in a meaningful way.

Clinical Interests

Dr. Horst is a child and adolescent psychiatrist offering care to children and families with MediCal insurance. He serves as the medical director for Sacramento County Child and Family Mental Health.

Research/Academic Interests

Dr. Horst is strongly interested in education and is a very active teacher and supervisor. He is one of the core attendings in the child and adolescent residency training program at UCDavis.

He is the program director of a mentoring program in child and adolescent psychiatry for medical students sponsored by a grant through the Klingenstein Third Generation Foundation.
