Philosophy of Care
In his role as Medical Director, Dr. Roof oversees and provides direct mental health care to inmate-patients housed at Sacramento County's Main Jail in downtown Sacramento and Rio Consumes Correctional Center in Elk Grove, California. Mental health care in Sacramento County's jails are provided by a multi-disciplinary team of UC Davis Health employees who work closely with Sacramento County, Sacramento County Sheriff's Office and various community entities to provide appropriate patient care which meets or exceeds community standards. Dr. Roof does not, at this time, provide mental health care or forensic consultation to the general public.
Dr. Roof is a Professor of Clinical Psychiatry, Associate Training Director for the prestigious UC Davis Division of Psychiatry and the Law and Medical Director for Sacramento County's Jail Psychiatric Services. Besides providing and overseeing mental health care for Sacramento County's inmate population, he is an expert in a variety of medico-legal subjects where mental health and the law intersect and has qualified as an expert witness in federal, state and military courts. Areas of expertise include competence to stand trial, sanity, mitigation of criminal sentences, diminished actuality, effects of substances of abuse on behavior and cognition, malingering, violence risk, fitness for duty, medical malpractice, wrongful death in correctional institutions, testamentary capacity and guardianship/ conservatorship assessment.
Dr. Roof has lectured on a wide variety of forensic subjects and has been published on the topics of geriatric offenders, delirium, infections of the nervous system, testamentary capacity, guardianship assessments, correctional psychiatry, suicide and violence prevention and brain imaging techniques as they relate to the legal system. He is passionate about teaching and has presented nationally and internationally on numerous psychiatric topics to a variety of groups including medical students, residents, attorneys, interpreters, social workers, correctional employees, mental health staff and others.
