Associate Vice Chancellor, Clinical Strategy and System Partnerships

Bruce Lee Hall, M.D., Ph.D., M.B.A., F.A.C.S., is the Associate Vice Chancellor, Clinical Strategy and System Partnerships for UC Davis Health.

Hall provides enterprise and regional clinical leadership, focusing on strategic clinical partnerships, service-line development, clinical transformation, emerging care delivery and reimbursement models, innovation, and the integration of clinical research across UC Davis Health's hospitals and clinics.

In his role, he is positioning UC Davis Health for the future of care delivery and aligning clinical resources with the organization's long-term strategic priorities.

Hall’s areas of expertise include performance measurement, quality improvement, and facilitating change. He has taught health care economics and management courses, and guest lectured on topics including health care economics, insurance theory, health policy, health care management, and industry change.

Hall has extensive national expertise in clinical leadership, quality improvement, research and health care innovation, including leadership roles with the American College of Surgeons where he has served as liaison to the National Quality Forum, the Centers for Medicare and Medicaid Services, the Centers for Disease Control and Prevention, and the Joint Commission.

Hall has been recognized by Becker’s Hospital Review in 2020 as one of “50 patient safety experts to know,” in 2022 as one of “26 patient safety experts to know,” in 2023 as one of “55 patient safety experts to know,” and in 2026 as one of Becker’s “Great Leaders in Healthcare.”  In 2025, the American College of Surgeons recognized him for 20 years of distinguished leadership and exemplary service to the surgical community and surgical patients. And in 2026, he was recognized as a “Spend Visionary” for more than a decade of work on resource stewardship.

Prior to UC Davis Health, Hall was the vice president and system chief medical officer at BJC HealthCare in St. Louis, where he led the system’s Clinical Advisory Group for the BJC Center for Clinical Excellence. BJC HealthCare includes two nationally recognized academic hospitals – Barnes–Jewish Hospital and St. Louis Children’s Hospital – both of which are affiliated with the Washington University School of Medicine. He was also a professor of surgery in Washington University’s School of Medicine and a professor of health care management in the university’s Olin Business School.

Hall earned his B.A. degree in biochemical sciences, magna cum laude, from Princeton University in 1984; his Ph.D. in immunology from Duke University in 1991 as a member of the National Institutes of Health Medical Scientist Training Program; his M.D. degree from Duke University in 1992; and his M.B.A. with honors from Harvard University’s full-time program in 2000. He trained in general surgery in the Harvard program at Brigham and Women’s Hospital from 1992 to 1997, and served on Harvard Medical School’s surgical faculty from 1997 to 2000. He joined Washington University in Saint Louis in 2000.
