The year 2025 marked a historic milestone for UC Davis Health, with the opening of 1 million square feet of new development — the most ever completed in a single year. In 2026, construction continues across the Sacramento campus, as does our work towardVision 2030.
Much of this building activity is driven by California’s seismic safety regulations, which require the replacement or retrofit of aging facilities to ensure the highest safety standards for patients and staff. This unprecedented construction program is among the largest health system expansions underway in the United States, with a total value of $7.5 billion.
Ribbon cuttings
In 2025, we celebrated five building openings, all completed on schedule and under budget.
Aggie Square
The $1.1 billion innovation district opened to the public in May 2025. Located on the UC Davis Health campus, Aggie Square brings together research programs, private industry partners, classrooms, housing and public-facing programs that engage local communities and entrepreneurs.
C Street Clinic
The C Street Clinic opened in May 2025 and provides infusion services in a spa-like setting, new psychiatric therapeutics for treatment-resistant depression, and pharmacy services.
48X Complex
The state-of-the-art outpatient surgery center supports more same-day procedures and reduces the need for overnight hospital stays.
Patients were welcomed to the first and second floors in June 2025. This initial phase added an extended recovery unit, retail and compounding pharmacies, radiology and imaging services, and 20 operating, procedural, and interventional radiology rooms.
The third and fourth floors opened in January and February 2026 and now house adult and pediatric Orthopaedic Surgery, Transplant, Vascular, Wound Management, Urology, Neuro and Colorectal Surgery clinics, adding 96 new exam rooms.
Folsom Medical Care Clinic
Located near Highway 50 and East Bidwell Street, the Folsom Medical Care Clinic opened to patients in August 2025.
As the first building on the new Folsom Center for Health campus, it consolidated three existing UC Davis Health facilities in Folsom. The clinic offers primary and specialty care, cancer treatment in a dedicated infusion center, lab services, and expanded radiology services, including MRI, CT and bone density scans.
Parking structures
The Aggie Square Garage opened in February 2025 to serve Aggie Square and other UC Davis and UC Davis Health employees, students and residents. It is located about the same distance from the hospital as Parking Structure 4, making it a convenient alternative.
Parking Structure 7 opened in August 2025, adding 1,250 employee parking spaces to the campus. It plays a critical role as portions of Parking Structure 4 transition to patient parking for the 48X Complex. Parking Structure 7 consistently has hundreds of parking spaces available for employees each day.
This transformative construction program will create hundreds of new jobs, modernize and replace aging facilities, attract leading research partners and strengthen our ability to meet patients’ evolving needs. As we open additional buildings over the next three years to expand access to care, here is a look at what lies ahead.
In construction
2028: SESP operating room and PACU modernization
This phased project will modernize 24 main operating rooms and 96 post-anesthesia care unit spaces within the Surgery and Emergency Services Pavilion. Improvements include replacing lights, monitor booms, equipment and technology; constructing a new technology room; replacing the PACU headwall and nurse station; and remodeling the surgical waiting room.
2029: Central Utility Plant expansion
The Central Utility Plant expansion, or CUPx, will provide the capacity, reliability and clean-energy foundation needed topower the California Towerand prepare the campus for the future. This multiphase infrastructure project will convert UC Davis Health from natural gas to electric, transitioning the Sacramento campus to renewable energy sources.
Once completed in 2030, the California Tower will add approximately 1 million square feet to the Sacramento campus. The 14-story hospital and five-story pavilion will include 12 hybrid operating rooms and an expanded emergency department on the ground floor. The tower will also add about 334 inpatient beds, many of them acuity-adaptable, helping to reduce pressure on the emergency department and better address the region’s growing health care needs.
Vision 2050: Our next chapter
As Vision 2030 nears completion, our focus will shift to the next chapter: addressing future, unfunded capital needs. Vision 2050 will define the priorities necessary to support long-term growth and sustainability.
A central focus of Vision 2050 is expanding inpatient bed capacity to meet the needs of the growing Sacramento metropolitan region, which has added more than 1 million residents since 2000. Plans also include expanding and modernizing outpatient facilities, both on and off campus, to improve access and enhance the patient experience.
Meeting seismic safety requirements remains a critical responsibility. Continued investment in existing buildings is essential to modernize aging infrastructure and ensure safety, efficiency and reliability. Vision 2050 will also address academic, research and space needs that are vital to advancing our mission.
By thoughtfully prioritizing these competing and currently unfunded capital needs across campus and community settings, Vision 2050 represents a disciplined and financially responsible roadmap for the future.
