Upcoming changes to Parking Structure 4

Parking and Transportation Services is implementing changes in March to Parking Structure 4 (PS4) to support the opening and operations of the 48X Complex, as its final two floors are occupied.  

What’s Changing? 

  • PS4 will transition from an open B-permit garage to a controlled D-permit garage, starting Monday morning, March 2. 
  • Employee access will be limited to D-permit holders only, from 8 a.m. to 4 p.m., Monday through Friday. 

  • B-permit holders: 
    • May access PS4 4 p.m. to 8 a.m., Monday through Friday (to accommodate swing shifts and handoffs). 
    • May access PS4 anytime on weekends and holidays. 
  • The ground floor of PS4 will be reserved for patients and visitors of the 48X Complex. 
  • Parking and Transportation reserves the right to expand or adjust the patient and visitor parking areas as necessary to address patient parking needs. 

Multiple Parking Options Available 

Employees with B-permits may choose from several other parking options:  

  • Employees with a B-permit or Daily permit (Available through ParkMobile for $2.32 per day) may park in Parking Structure 7 (PS7) and other designated B-permit lots.  
    • PS7 is an employee-only garage and always has open spaces available.  
    • PS7 has a shuttle stop for campus transportation, or it is about a 15-minute walk to the medical center.  
PS7 can be found at the bottom right of this map.
  • Parking at the Broadway Building is widely available and is on the parking shuttle route, with both B-permits or daily rates. 

  • The Aggie Square Garage (ASG) is about the same distance to the medical center as PS4 and daily permits are available to health campus employees for $5.50 and may be purchased through the HONK app. 
    • There will be monthly permits made available for the the Aggie Square Garage (D-permits): 
      • ASG Daily permits are valid for the Aggie Square Garage and also include the Davis Campus C, L and F Zone Parking. 
    • Monthly D-permits for ASG are available to health campus employees for $109 and may be purchased through the HONK app.   
      • ASG Monthly D-permits are valid for the Aggie Square Garage and for the Davis Campus A, C+, C, L and F Zone Parking.  

  • Numerous programs are available for employees who want to avoid parking on the Sacramento Campus. These include ridesharing, paid transit passes, and guaranteed ride home programs, among other options. 

Safety Enhancements 

  • Funding is being identified to hopefully reinstate overnight shuttle service (11:30 p.m.–4:30 a.m., Mon.–Fri.) and provide direct access inside PS7. 
  • Walking escort service and safe rides are available for safe campus transit after hours. (Midnight – 5:30 a.m., Weekends and Holidays - 916-734-2555) 
  • UC Davis Health recognizes that maintaining a safe campus environment is a shared commitment, and safety officers encourage general awareness of surroundings, particularly in roadways and crossing areas, to support the safety of everyone. 

What is the Background, and Why is this Change Needed? 

  • PS4 opened January 2022 with 1,221 spaces and initially the garage served as an open B-permit employee garage to replace spaces lost during Aggie Square construction. 

  • In July 2025, PS4 became a mixed-use facility for patient use, to support the opening of the new 48X Complex. 
    • Ground level: Reserved for patients and visitors for convenient access to care. 
    • Upper levels: Continued to provide employee parking. 

  • Today, PS4 is the primary parking location for patients and visitors at the 48X Complex, and now several additional medical departments and patient services are relocating to 48X, bringing a need for more patient parking in PS4, which reduces parking available in the garage for employees. 
  • This transition ensures patients and visitors will have parking near 48X for their health care services. 
  • Employees with a B-permit or a Daily-permit may park in any designated B-permit parking areas. With the opening of PS7 in 2025, which provides 1,259 employee parking stalls, parking capacity on the Sacramento campus was restored, and B-permit parking is consistently available. 
  • Employees who want to continue parking in PS4 can put in for a D-permit lottery, or park in other B-permit locations. 

What’s Next? 

  • This transition begins on March 2. 
  • Parking Services will share details soon about a PS4 D-permit lottery. 
  • Parking and Transportation Services is committed to supporting employees and will continue monitoring space utilization and exploring expansion opportunities.
