Health Data Governance ensures that health data is treated as a valuable resource that requires continuous ethical management, aligning with broader institutional goals for quality care and patient trust. Responsible sharing of Health Data is key to healthcare innovation, leading to improvements in patient care, public health, research, and translation of new knowledge to the bedside.
The Regulatory Program is an integral, cross-disciplinary component of the UC Davis Health Data Sharing Committee. The Program identifies, directs, and manages best practices, standard operating procedures, and policies related to external data sharing. By evaluating both the legal aspects as well as the discretionary concerns affecting institutional risks in disclosure, Regulatory Compliance oversees data collaborations with academic, non-profit, government, and commercial partners.
The Data Sharing Committee reviews data disclosures when potential escalation concerns are raised by contracting offices such as Health Affairs Contracts, Technology Transfer, or Purchasing. UC Davis Health prioritizes the protection of sensitive patient and research subject data, especially concerning topics like abortions, gender-affirming care, minors, prisoners, pregnant individuals, fetuses, the elderly, or undocumented or unauthorized immigrants, particularly when sharing this information with external entities.
