David Lubarsky, M.D., M.B.A., F.A.S.A., is the Vice Chancellor of Human Health Sciences and CEO for UC Davis Health in Sacramento.
Lubarsky oversees UC Davis Health's academic, research and clinical programs, including a Top 10 ranked School of Medicine, Top 25 ranked Betty Irene Moore School of Nursing, and the Top 50 ranked UC Davis Children's Hospital and UC Davis Medical Center. UC Davis Medical Center, the health system’s flagship hospital, is a 684-bed Level 1 Trauma hospital consistently ranked among the nation’s best by U.S. News & World Report, Newsweek, and Becker’s. UC Davis Health is an innovation hub for biomedical discoveries that helps advance health around the world and is ranked in the Top 35 nationally for medical research.
UC Davis Health is an integrated health system with approximately 20,000 employees, 1,000 students, 1,000 trainees, 1,300 faculty members and a large regional primary care network, providing more than 1.5 million-plus outpatient visits every year with an annual budget of nearly $5 billion. Lubarsky has increased UC Davis Health’s revenues by more than 50% since arriving in July 2018.
Lubarsky has been recognized as one of the "100 Most Influential People in Health Care" by Modern Healthcare, among the "100 Academic Medical Center CEOs to Know" and "60 Health System Influencers" by Becker's Hospital Review, all in 2023. In 2022, he was named "CEO of the Year" by Press Ganey, and in 2021, the Sacramento Business Journal named him a "Most Admired CEO."
Since joining UC Davis Health in July 2018, Lubarsky has recommitted the organization to expanding care for the underserved and caring for Medi-Cal patients, people experience homelessness, and others with few resources, while creating a sustainable financial model. Among new initiatives, Lubarsky established a partnership with Sacramento County Health Services to develop a next-generation full-service FQHC, expand primary and specialty care to the underserved, and reform Sacramento's Medicaid managed care system. He has also positioned UC Davis Health as a resource to "complete, not compete" with other health system's with the goal of improving access and patient care regionally.
A health care innovator and committed academic physician (H index 38), Lubarsky is a professor of anesthesiology, a professor of nursing and a faculty member in the Graduate School of Management at UC Davis. He earned his Bachelor of Arts in history (1980) and medical degree (1984) at Washington University in St. Louis and was the first graduate of their Scholars Program in Medicine. He completed an anesthesia residency and a fellowship in cardiovascular anesthesia and clinical research at New York University Medical Center. He received his MBA (1999) from the Fuqua School of Business at Duke University, graduating as a Fuqua Scholar and the valedictorian of his class.
